Chocolate Caramel Bars

1-14 oz. pkg. caramels
1/3 cup evaporated milk
1 chocolate cake mix (17 1/2 oz.)
3/4 cup butter, softened
1/3 cup evaporated milk
1 cup chopped nuts (optional)
1 (6 oz.) pkg. chocolate chips
Melt caramels and 1/3 cup evaporated milk together; set aside. Grease a 9 by 13 inch pan. Combine dry cake mix, butter, evaporated milk and nuts. Stir by hand until dough holds together. Press 1/2 in the bottom of the pan.
Bake at 350* for 6 minutes. Sprinkle chips over hot dough. Spread caramel mixture over chips. Crumble remaining dough over caramel mixture. Return to oven and bake 15-18 minutes. Cool slightly, refrigerate about 30 minutes.
